Inadequate explanations

Perhaps because of political shortsightedness, you left out these factors in the reduction of tourism:

1) Trump blocked cruises from the US, the largest source of American visitors, and Biden did not restore them.
2) Trump forbid American use of state owned, i.e. all, hotels, essential for normal scale US groups, and Biden did not reopen them.
3) Trump barred both group and independent people to people travel. Biden only restored the former.
4) Trump put Cuba back on the list of State Sponsors of Terrorism (SSOT) and Biden never took them off so Europeans lose EATE visa waivers to enter the US for ten years if they go to Cuba.
5) Trump stopped Americans from bringing home as souvenirs and gifts cigars and rum, a significant source of revenue from visitors, and Biden did not re-enable it.
6) Trump ended general licenses for performances and Biden did not restore them.
7) Biden Administration maintenance of the embargo and SSOT made it difficult and more expensive for Cuba to maintain and modernize the power system and to obtain fuel oil.

Cuba contributed to its problems by slow walking movement to a market economy, allowing GAESA to swallow up Habaguanex hotels and businesses in Old Havana, overprioritizing hotel construction, refusing to allow tour guides to work as self-employed and excluding newly authorized micro, small and medium private businesses in the travel sector.
